 GRINTON & ELLERTON ABBEY PARISH COUNCIL

The minutes of Grinton and Ellerton Abbey Parish Council held in the Grinton Parish Hall on Monday 12th November 2018 at 7.15pm.

Present: Cllr Coates (Chair), Cllrs Barningham, Jones, Fletcher-Lee and Barker, District Cllr Blows, the Clerk, press reporter T Little and five members of the public

2. Minutes of Previous Meeting:

The minutes of the meeting held on Monday 3rd September 2018 were read, approved and signed.

 

3. Matters Arising:

Memorial Bench – Martin Family: Two sites have been suggested to the family but no response has yet been received.

Police and Crime Commissioners Meeting: Cllr Coates reported that the meeting had been quite positive, however, the promised feedback had not been received despite all 3 councillors would had attended leaving their email addresses.

Highways Matters: No response has been received from Richard Marr of NYCC to any of the issues raised with him at our July meeting. The Clerk will write to NYCC to request an update. Cllr Blows will also pursue the matter with NYCC and a copy of the letter will be forwarded to County Cllr Blackie for his attention.


4. Correspondence:

YDNPA:

Planning Application - White Lea Cottage, Grinton: The planning application for this property has been re-submitted with the additional accommodation now incorporated into the existing house. There were no objections to this in principle as long as the property remains as a single dwelling. The Clerk will write to the Planning Authority stating this.

Park Management Annual Forum: The meeting will be held in Settle on 6th December 2018. Cllr Jones agreed to attend.

RDC:

Parish Precept: If there is an election within the parish next year, there would be costs of between £700-£1200. Cllr Coates proposed to raise the precept by £700 to ensure that there would be enough money to pay any fees if the seats are contested, this was seconded by Cllr Barningham and agreed unanimously.

NYCC:

Commons Registration, Jimmy’s Field, Crackpot: A letter has been received informing us that the matter will be going to committee due to the objections from The Open Spaces Society. Cllr Coates has spoken to Jayne Applegarth on behalf of the Parish Council and this will be included in the presentation to the meeting. There will also be an opportunity to

speak for 3 minutes at the meeting to support our case. The meeting was scheduled for 23rd November 2018 but has since been postponed and no new date set. Cllr Coates agreed to attend any meeting to represent the Parish Council as she was on the council when the error came to light in 1993.


5. Finance:

Bank Account Mandate Forms: Forms were completed to add Cllr Fletcher-Lee to the authorised signatures for the account.

6. Any Other Business:

Beckside Saplings: Cllr Coates reported that there are quite a few saplings growing along the side on Parish owned land. She proposed that these should be removed before they become too big. A site meeting was arranged for Friday 16th November at 9.00am so that Cllrs could assess the situation and decide on appropriate action.

YDNPA Boundary Sign, Grinton Moor: The Clerk read a note from the YDNPA Ranger enquiring if the Parish Council would support the erection of a boundary sign that he is proposing. Cllr Barker voiced objections to the proposal due to problems he had experience with the Parks in that area in the past. The Clerk will speak to the Ranger to pass on this information.

The minutes of Grinton and Ellerton Abbey Parish Council held in the Grinton Parish Hall on Monday 3rd September 2018 at 7.15pm.

2.  Minutes of Previous Meeting:

The minutes of the meeting held on Monday 2nd July 2018 were read, approved and signed.


Parish Councillor Vacancy – We have received an expression of interest from Mark Jones regarding the current vacancy.  Cllr Coates proposed that Mr Jones be co-opted onto the council and it was agreed unanimously.  Cllr Jones joined fellow councillors for the remainder of the meeting.


3.  Matters Arising:

Speeding through Grinton:  Inspector Gee thanked the council for the invitation to the meeting and went on to explain that the current neighbourhood policing team for our area is based at Leyburn under Sgt Finley and consists of 2 Sergeants, a beat manager and 3 PCSOs.  In response to questions regarding contacting the Police he reported that there has been a marked increase in the amount of calls to the Control Room with July being the busiest month ever experience by the force.  The average 101 call was answered within 3 1/2 minutes.  The Police and Crime Commissioner, Julia Mulligan, has pledged £3 million to improve the Control Room.  An extension is to be built to accommodate new staff and a call back option is now available.


Cllr Barningham asked if anything can be done to reduce the speed of vehicles passing through the village.  Insp Gee responded that there are only so many officer for the whole of North Yorkshire and that everything must follow protocol.  Speeding reporting forms are available on the NY Police website and should be submitted to register concerns.  When asked if the Parish could put up their own speed limit signs, Insp Gee reported that these would not be enforceable.


When asked what could be done to improve safety on Grinton Bank, Insp Gee reported that this would be a Highways matter.  Cllr Blackie reported the Richard Marr of NYCC has now moved on but that he would try to get his successor to come back to a meeting or request a site visit with him when he is in place.  Insp Gee also stated that he would be happy to attend any site visit that could be arranged.


A recent incident in Reeth concerning hunt saboteurs was also discussed and questions asked as to how the Police handled the situation.  Insp Gee reported that he had received feedback that some members of the public thought that the Police were too heavy-handed in their dealing with the protestors.


The Police and Crime Commissioner will be in Reeth at Hudson House on Thursday 6th September.  Cllrs Coates, Barker and Jones will make an appointment to see her on behalf of the Parish Council.

Grinton YHA – Fireworks and Chinese Lanterns:  No reply had been received from YHA Head Office regarding out letter regarding this matter.  The Clerk will write to them again.


4.  Correspondence:

YDNPA:

Planning Applications:


Low Whita Farm:  Cllrs had no objections to the proposal.


White Lea Cottage, Grinton:  A letter of objection has been sent regarding to YDNPA Planning regarding the lack of parking for the proposed development.


Shoemaker Barn, Grinton:  Cllrs Barningham and Porter declared an interest in this matter and took no part in any discussions.

This application has now been sent to committee for a decision.  Cllr Blackie urged the Parish Council to send a further letter of support for this scheme as it is for a local young couple who wish to stay within the area.  Cllrs agreed to support the proposal.  Cllr Blows also offered to send his support as Ward Councillor.


Notification of Car Rally:  A rally will be passing through our area overnight on the 8th September.  A notice from the rally organisers has been received and is displayed on the Parish Notice Board.

6.  Any Other Business:

Memorial Bench – Martin Family:  Cllr Coates has been approached requesting permission for a memorial bench for this family to be placed on the village green on Moor Road near the old family home.  It was felt that this would not be suitable and a new site further up the green near Wolf Cottage was agreed to be suitable.  Cllr Coates will contact the family to let them know the council’s decision.


Pot Holes near Lawn House:  Cllr Porter reported that there are several potholes in the road from Whita Bridge towards Lawn House.  The clerk will report these on the NYCC parish portal.

2.  Minutes of Previous Meeting:

The minutes of the meeting held on Wednesday 16th May 2018 were read, approved and signed.


3.  Matters Arising:

Commons Registration: Whitelea and Whitelea Cottage Grinton:  The Clerk read out a letter received from Jane Applegarth of NYCC clarifying the position of removing grazing rights from properties.

Jimmy’s Field, Crackpot:  No further action has been taken since the last meeting on request from the landowner.  There are some test cases of a similar nature coming up shortly and the landowner wishes to wait for the outcome of these cases before proceeding any further at this time.


Street Lights:  The street light outside Whitelea has now been replaced.  It was also noted that a new warning sign for cyclists is being put up in this area.


Road Condition, Ellerton Abbey:  The Chair welcomed Richard Marr from NYCC to the meeting, who gave a run-down of the works that had been carried out in the Swale Farm area in the last few years.  These works were based on geotechnical data from bore holes that were drilled to a depth of 20 metres.  Similar repairs in other close by areas had worked and were holding up well.  The cracks at Swale Farm have been sealed last week and re-surfacing works will be carried out next week.  More bore holes will be drilled next month or September to a deeper depth to try and find a more permanent solution to the problem.  It will possibly mean that a retaining structure at the side will need to be built as it seems likely that it will be too deep to bed piles in the ground.  The road would need to be closed for 2 days to allow for the bore holes to be drilled.  The works will be costed but will be vying for priority with other projects in the County but hopefully would be done within the next financial year, however, if the situation gets dramatically worse the works would be undertaken sooner.  Cllr Barker asked what the costs of the 2014 repairs were, Mr Marr reported that £320,000.00 had been spend which was the cheapest solution to the problem which had held up well in other areas but failed at Swale Farm .  The Consultants’ designs for future works could be show to the Parish Council for their input before the works are put out to tender.


Councillors also ask Mr Marr if it would be possible to have crash barriers erected on the corner between Haggs Gill and Swale Farm as there have been a number of accidents on this corner in bad weather.  Due to budget constraints, new barriers are only usually erected following injury accidents in the last 5 years but Mr Marr would request data from the Police regarding this location.  The roadside wall on Grinton Bank is also in a bad state of repair with a very steep drop into the beck below, councillors queried if this could be repaired.  If there is not landowner responsible for the wall, which there does not appear to be in this case, NYCC would undertake the repairs.  Mr Marr would request that structural engineers inspect the area.


Problems with overgrown shrubs on the roadside verges was also discussed and it was reported that the problem is being looked at by inspectors and that works would hopefully be able to be carried out to improve the situation.


The problems with Yorkshire Water and their contractors closing roads with little or no warning was also discussed.  NYCC are aware of the problems and speaking to Yorkshire Water about them.


Speeding through Grinton:  The Clerk has written to NY Police regarding this matter and has received some Speed Concern Forms from them.  A representative was requested to attend this meeting but unfortunately this has not happened.  Cllrs felt that more direct action was needed and queried why it was not possible to have speed checks carried out in the village by the Police when they have been in a nearby local area carrying out these checks on several occasions.  Cllrs Blows will contact Sgt Sharon Finley at Leyburn Police Station to see if anything can be done.  Mr Marr reported that VAS, vehicle activated signs, showing the speed of vehicles can be hired from NYCC at approximately £3,000 per year but that surveys had shown that they lose their effectiveness in a single location after about 3 months.  However a review of NYCC policy on these signs is due out soon.


Broadband:  The Clerk has written to NYnet for clarification as to whether the whole of the village will be included in the upgrade to superfast broadband.  However, in their reply they are unable to given any update on this and have advised that the latest information will be on their website.


4.  Correspondence:

RDC:

Part Night Lighting:  Correspondence has been received asking if the Council wish to have the street lights in the Parish included in the scheme to turn off lights between midnight and 5am.  Previously this has been rejected by the Parish Council and Cllrs felt that they still did not wish to be included in the scheme.  The Clerk will write to RDC to advise them of this decision.


YDNPA:

Planning Application, Deer Park, Harkerside:  Details have been received of proposed renovations and alterations at this location.  Cllrs have no objections.


NYCC:

Surface Dressing Works:  Details of these works in local locations have been circulated to Cllrs.  Several road closures are scheduled to allow for these works.

6.  Any Other Business:


Grinton YHA:  Cllr Fletcher-Lee reported that fireworks and Chinese lanterns had been used at a recent event held at the Youth Hostel on the weekend of 23/24th June.  In view of the recent hot weather and the fire risk Cllrs were very concerned regarding this matter.  The YDNPA Ranger is aware of the incident and has also received complaints.  He has visited the Manager of the Hostel and spoken to the staff as the YHA have a no firework policy for all their premises.  He has stressed the importance that this policy is adhered to due to the vulnerability of the surrounding moorland and the potentially catastrophic effects that could result.  The Clerk was instructed to write to YHA Head Office to voice the Council’s concerns over this incident and for re-assurance that there will not be any repeat of it.  It was also decided to write to the agent for the landowner, Lord Peel, to make them aware of the situation.


Upper Dales Area Partnership Funds:  Cllr Blows reported that the UDAP scheme is currently open for applications for funding up to £1,000.  Applications need to be in by 13th August.  It was decided that quotes would be obtained for repainting works at the Parish Hall and that an application would be made for this funding.  The Clerk will obtain 2 quotes for this work as soon as possible.


Parish Hall:  The Parish Hall is in need of some general tidying up and the gutters at the rear of the building need cleaning out.  The Clerk will contact a local building to arrange for the gutters to be cleared and it is hoped that a date can be set for some cleaning and re-arranging of the furniture to the upstairs room.

The minutes of the Annual Meeting of Grinton and Ellerton Abbey Parish Council held in the Village Institute on Wednesday 16th  May 2018.

Present:  Cllr Coates (Vice-Chair), Cllrs Porter, Barker, Fletcher-Lee and Barningham, the Clerk, Press reporter, T Little and 2 members of the public.

All agreed unanimously.  Cllr Coates signed a declaration of office as Chairman of the Council


3.  Minutes of Previous Meeting:

The minutes of the meeting held on Monday 5th March 2018 were read, approved and signed.


4.  Matters Arising:

Parish Council Vacancy:  We are now able to co-opt onto the Council.  A notice has been put in the Bus Shelter but as yet we have not received any expressions of interest.


Commons Registration:  A letter has been received from NYCC with copies of correspondence from the Open Spaces Society who are still objecting to the proposed de-registration.  It was decided to ask Cllr Blackie if he could assist in the matter, the Clerk will contact him.


Street Lights:  The light outside Whitelea has still not been replaced.  The Clerk has spoken to RDC several times about this light.  Cllr Blows will contact RDC for an update.


Parish Forum Meeting:  Cllr Coates had attended the meeting and gave a quick overview of matters discussed.  These included Operation Owl for reporting any suspicious activities to the Police regarding raptor birds and a YDNPA presentation regarding attracting young families to live in the Dales.

Ward Boundary Review:  Details of the final proposals to the Ward Boundaries has been received.


NYCC

Commons Registration:  Notice has been received that it is proposed to remove the grazing rights connected with Whitelea and Whitlea Cottage from the register of common land.  Councillors queried if this could be done from properties as it was not possible to remove rights from just the sale of land.  The Clerk will write to NYC for clarification.


6.  Finance:

Approval of Annual Governance Statement 20117/18:  This was read and approved by Cllrs.


Approval of Annual Accounts 2017/18:  These were circulated and approved by Cllrs.  It was also approved that £7,000.00 would be held in reserves for any future works required to the Village Hall.


Cheques:

Cheques were signed for the Clerks Wages, Yorkshire Water and computer maintenance.


7.  Any Other Business:

Road Condition at Ellerton Abbey:  The road near Swale Farm has sunk again despite the extensive repairs works in this area in 2014.  The Clerk will write to Richard Marr at NYCC to ask for urgent repairs and enquire as to why it has deteriorated so badly so soon after the last major works. It was also decided to ask Cllr Blackie to press for urgent repairs.


Speeding:  There seems to have been an increase in the number of vehicles passing through the village at speed.  This is on the main road as well as the Moor Road.  The Clerk will contact NY Police to see if anything can be done and to invite a representative to the next meeting to discuss this matter,


Public Toilets:  The timers on the new doors lock at 8.30pm and there is no access after this time.  Concerns were raised that this could cause problems during the summer months and particularly during the Swaledale Festival when events were being held in the Church.  Cllr Blows will check with RDC to see if the closing times can be changed.


Broadband:  Cllr Fletcher-Lee reported that Grinton is to be included in the next phase of the Superfast rollout.  However, it is unclear from their website if this will be the whole of the village or just part of it.  The clerk will write to Nynet to ask them to clarify the situation.

Annual Parish Meeting of Grinton and Ellerton Abbey Parish held on Wednesday 16th May 2018 at 7.15pm in Grinton Parish Hall.

Present:  Cllrs Coates, Porter,Barker, Fletcher-Lee and Barningham, the Clerk, Press reporter T Little and 2 members of the public.

Mrs G Coates of the Parish Council presided and convened the meeting.


1.  Minutes of Previous Meeting:

The minutes of the last meeting were read, approved and signed.


2.  Matters Arising:

Parking, Moor Road:  This has now been resolved.


Footpath from Grinton Bridge:  No more instances of bikes using the footpath have been reported.


Seat at Top of Grinton Bank:  The plaque is still on the seat.  Cllr Coates will removed it.


3.  Memorial Hall Accounts:

These have not yet been received but would be circulated when they are.


4.  Any Other Business:

Grinton Parish Hall:  As the Parish Council are now responsible for the hall and there is no longer a Parish Hall Committee, Cllr Coates proposed that an open day be held to clean and carry out any necessary repairs.  She also proposed that the Parish Council meetings are held upstairs and that the table tennis table is repositioned downstairs.  This was agreed unanimously.  A date will be set to move the tables and for works to be carried out as necessary.


Defibrillator:  In the last year the Parish Council has purchased a defibrillator and it is sited in a cabinet outside the Village Hall and is available for all to use.  It has been registered with the Yorkshire Ambulance Service.


As there was no other business the Chair closed the meeting.

The minutes of Grinton and Ellerton Abbey Parish Council held in the Grinton Parish Hall on Monday 5th March 2018 at 7.15pm.

Present: Cllr Coates (Chair), Cllrs Porter and Barningham, the Clerk, press reporter T Little and two member of the public

1.  Apologies:

District Cllr Blows and Cllr Brown.  Cllr Coates read out a letter received from Cllr Brown tendering his resignation from the Parish Council due to ill health.  Cllr Coates paid tribute to Cllr Brown and expressed thanks on behalf of the whole council for his dedication to the Parish over the past 42 years of service.

2.  Minutes of Previous Meeting:

The minutes of the meeting held on Monday 8th January 2018 were read, approved and signed.

3.  Matters Arising:

Commons Registration:

Rosegarth, Grinton:  The change have now been formally accepted by NYCC and the register and map amended.

Jimmy’s Field, Crackpot:  This is still on-going.  The landowner is preparing further documentation to send to NYCC.  They are also looking for aerial photos showing the area before the road was altered by highways to support their case.

Street Lights:  The 2 lights in the village are still not working.  The Clerk has spoken to RDC regarding this matter on several occasions.  The light in front of Whitelea is due to be replaced.  The Clerk to contact RDC again regarding this matter.

Dog Waste Bins:  The Clerk has spoken to RDC to request a bin be placed at the end of the new Swale Trail.  Unfortunately RDC are not siting any more waste or dog waste bins in the foreseeable future.  They are currently assessing their capability to empty the existing over 500 bins within the district.  If there is a problem with dog fouling in this area it can be reported to the Dog Warden who will then investigate the matter.

Council Tax on Second Homes:  Cllr Blows has emailed to report that the proposal has now been rejected by RDC.

4.  Correspondence:

RDC:

Parish Plans:  Correspondence has been received regarding parish plans and their updating.  It was felt that the YDNPA Parish Plan covered all aspects needed for our Parish.

YDNPA:

Parish Briefing Note:  The latest briefing note received regarded the proposed council tax increase on second homes which has now been rejected by RDC.

Planning Application, Many Walls, Grinton:  Approval notice has been received for this application that was part retrospective.

National Parks Forum Meeting:  The next meeting for the Northern Parishes will be held on Monday 23rd April at West Burton Village Hall.  Cllr Coates would try to attend.

Cllr Blackie

Upper Dales Localities Fund:  An email reminding parishes of the availability of this funding has been received.  Although the deadline has now passed for this year, bids are welcomed for 2018/19.

Dales Mobile Skip Service:  This service will be available at Reeth Green on Saturday 17th March 2018 from 9.00 am to 1.00 pm.

5.  Finance:

A Cheque was signed for the fitting of the defibrillator cabinet.  The Clerk can now complete the claim for the Area Partnership grant.

6.  Any Other Business:

Highways:  Cllr Barningham reported that there is still an open hole on the Moor Road that has been left for over a year where the highways authority dug to investigate a road drain. The Clerk will report this on the NYCC Parish Portal.

Spruce Tree, Grinton Bridge:  A local resident has requested the council’s agreement to remove a spruce tree growing near the main bridge.  He has spoken to YDNPA planners who have advised him to check with the landowner for permission.  The area in which the tree is growing is not classed as village green and therefore not parish ground.  The council, however have no objections to the works.

2.  Minutes of Previous Meeting:

The minutes of the meeting held on Monday 6th November 2017 were read, approved and signed.


3.  Matters Arising:

Commons Registration:  Since the November meeting correspondence has been received from NYCC regarding objections to the proposal by The Open Spaces Society.  Cllr Coates has replied to NYCC suggesting a site meeting with The Open Spaces Society, the Parish Council and the landowners to try to clarify the situation and has offered that the Parish Council will register the correct piece of land as village green in an effort to bring the matter to a close.  The landowner has also sent further documents to NYCC to support the case.  As yet we have not heard back from NYCC.


Superfast Broadband:  The Clerk read out a letter received from Rishi Sunak, MP, regarding his representations to Superfast North Yorkshire to get Grinton included in the next phase of the scheme.  A letter from Superfast North Yorkshire was also circulated indicating Grinton may be considered for upgrade in Phase 3 of the scheme but that there is no guarantee of this.  District Cllr Blows understands that there will be a map showing areas of possible coverage in Phase 3 that should be available shortly.  


Disabled Toilet Charging:  Cllr Blows has checked the policy at RDC regarding charging for disabled toilets.  If the disabled facilities are combined with the normal toilets, as they area at Grinton, a charge is payable.  A query was also raised as to the time that the doors automatically lock on an evening.  Cllr Blows will check and report back to our next meeting.


Ward Boundary Review:  Cllr Blackie has emailed requesting that Parish Councils send further letters or emails to the Boundary Commission to support his proposals.  Cllrs felt that the name of the proposed new ward should reflect the whole of the area covered and not just Hawes and High Abbotside.


Council Tax on Second Homes:  Cllr Blows asked for opinions on the proposed increase in council tax to be passed to him.  


4.  Correspondence:

Richmond and Hambleton CAB:  A letter has been received outlining the services that have been provided by the CAB in this area in the past year and requesting a donation to support the on-going works.  Cllr felt that they were unable to make any donation.

Street Lights:  The two streetlights in the village that were reported several months ago are still not working.  The Clerk will contact RDC for an update.


Dog Waste Bins:  Cllr Fletcher-Lee asked if it would be possible to have a dog waste bin at the end of the new Swale Trail where it meets Swale Hall Lane.  The new trail was proving popular with dog walkers.  The Clerk will contact RDC to see if this is possible.


Date and Time of Next Meeting:  Monday 5th March 2018.  The Clerk circulated a list of the dates of meetings for the coming year.  It will also be available on the website.

The minutes of the meeting held on Monday 4th September 2017 were read, approved and signed.

3. Matters Arising:

Commons Registration: Correspondence has been received from Chris Stanford at NYCC that the application is proceeding and that the public notices will be in place until 14th November 2017.

Ward Boundary Review: The Boundary Commission has now published the draft recommendations of changes to the RDC wards. The consultation will be on-going until 15th January 2018. Full details of the proposals can be view at www.lgbe.org.uk

Defibrillator: The application to the Area Partnership fund has been successful but due to oversubscription to the scheme this year we have only been awarded £380.80 instead of the £544.00 requested. The Clerk to order the defibrillator cabinet and arrange for its installation.

Area Partnership Meeting: District Cllr Blows gave a brief overview of the recent meeting at which rural primary schools, local housing initiatives and the future of the Friarage hospital were discussed. The issues of charging for public toilets and the cleaning schedules was also raised. Cllr Coates queried with Cllr Blows whether the charges were applicable to disabled toilets as the disabled facilities in Grinton are also the Ladies and that a new lock has been fitted to the door. Cllr Blows will raise the issue with the District Council.

Parish Forum Meeting: Cllr Coates had attended this meeting and gave a brief report of issues discussed including the Hudswell local housing scheme and the National Park Management Plan and Dark Skies status.

4. Correspondence:

RDC:

Parish Precept: Cllr Barningham proposed that the precept for the coming year be set at £2000 again, seconded by Cllr Fletcher-Lee and agreed unanimously.

YDNPA:

YDNPA Management Plan – Annual Forum: The existing management plan runs out in 2018 and is currently under review. The Annual Forum meeting will be held at Ingleton on 23rd November when groups are invited to attend to give their views on the future management of the Park. Cllr Coates may be able to attend on behalf of the Parish Council.

Other:

PFK Littlejohn: The Annual return has now been signed off by the external auditors and is available to view on the parish website.

6. Any Other Business:

Superfast Broadband: Cllr Fletcher-Lee raised the issue that although the cable for the superfast broadband passed through the village to Reeth, no-one within Grinton can access the service. A local resident has been lobbying Superfast North Yorkshire and the local MP to include Grinton in their next phased upgrade to the system. The Clerk to write to Rishi Sunak, MP to express the support of the Parish Council to getting the required upgrade as soon as possible.

3. Matters Arising:

Defibrillator:

The Clerk has submitted an application to the Area Partnership Fund at RDC for the cost of obtaining and fitting a cabinet for the defibrillator at the Village Hall

Ward Boundary Review:

Cllr Blackie has emailed all councillors with his proposals regarding this review. Cllr Coates has send confirmation of the Parishes support to the Review Body. Cllr Blackie reported that he has the support of 10 Parish Councils for his proposal. The District Council have submitted a different proposal which includes Downholme, Stainton and Hudswell within the Richmond West ward.

Highways Matters:

The overgrown bushes at the end of Stainton Lane have been cut back and the cattlegrid at the top of Grinton bank has been reported as it is full of grit. Cllr Blackie reported that he will bring Richard Marr of NYCC to look at the issues within the Parish particularly the issue of whether a barrier will be put on Grinton bank.

Commons Registration:

Cllr Blackie reported that he has spoken to Chris Stanford at NYCC regarding this matter and it is thought that we should hear if the application has been successful within the next six months.

4. Correspondence:

RDC:

Charging for Public Toilet: The District Council plan to start charging for the use of the public toilets in the village. Cllr Blackie also reported that the cleaning schedules for public toilets are changing and that the number of times the toilets will be cleaned is to be reduced.

Extraordinary Meeting, 5th September: There will a meeting held to discuss the Ward Boundary Review and also to recommend that RDC do not support the Police and Crime Commissioner bid to take control of the Fire Brigade.

YDNPA:

Autumn Parish Forum Meeting: This is scheduled to be held at the Buck Inn, Reeth on Monday 18th September at 7 pm. Cllrs Coates and Fletcher-Lee will be attending to represent the Parish.

Planning Application, Duke Mary’s, Low Row: Notification has been received of approval for the proposed works.

Other:

Motor Rally: Notification has been received that a motor rally will be travelling though the parish between the 9th and 12th of November. The Clerk was requested to write to the organisers for details of the route to be taken.

5. Finance:

The Clerk will add Cllr Fletcher-Lee to the authorised signatories of the bank account.

6. Any Other Business:

Localities Fund: Cllr Blackie reminded Cllrs that he has £5,000 in this fund for distribution and that applications have to be received by the end of February 2018.

Street Lights: It was reported that the street light outside Whitelea is not working. The clerk will report to RDC.

2. Minutes of Previous Meeting:

The minutes of the meetings held on Monday 1st May 2017 were read, approved and signed.

3. Matters Arising:

Council Vacancy: The vacancy has been advertised and as no election has been requested we have now received permission from RDC to co-opt a new councillor. Jo Fletcher-Lee expressed an interest in becoming a Parish Council and was proposed by Cllr Barker, seconded by Cllr Barningham and approved unanimously.

Defibrillator: The Clerk has applied to The British Heart Foundation and obtained a defibrillator at a cost of £600.00. A cabinet is required to be fitted to the exterior of the Village Hall. Funding for this should be available through the RDC Area Partnership Scheme.

Parking, Moor Road: Cllr Barningham has now placed ‘Resident Only’ parking signs on parish ground on Moor Road which seem to have eased the situation.

Commons Registration: The revised application for Jimmy’s Field at Crackpot has now been completed by the Brown family. The Chairman signed the application on behalf of the Parish Council and it was handed to Cllr Blackie to take to County Hall on Thursday 5th July.

Ward Boundary Review: Cllr Blackie reported to the meeting that there was, in his opinion, a way of keeping all the Upper Dales Wards together. He outlined his proposals and will forward an email to al councillors detailing his proposal and asking for support. He will be presenting his proposal at the up-coming Area Partnership Meeting.

4. Correspondence:

RDC:

Area Partnership Meeting: The next meeting is due to be held at Carperby Village Institute on Wednesday 5th July. Cllr Blackie urged councillors to attend as there are several important issues being raised at the meeting including rural housing, legislation on barn conversions, schools, broadband provision and the future of the Friarage Hospital. The proposed merging of the North Yorkshire Fire and rescue service with the Police and Crime Commissioner is also on the agenda. Cllr Blackie raised concerns regarding the effectiveness of the Police 101 non-emergency number.

YDNPA:

Swale Trail: Michael Briggs has written to inform us that works will soon commence on the new mountain bike route. Cllr Coates queried if the Lane from Low Whita to Low Houses has now been adopted by the National Park as it is an old County highway. The Clerk to check with the Area Ranger.

Autumn Parish Forum Meeting: This is scheduled to be held at the Buck Inn, Reeth on Monday 18th September at 7 pm and agenda items invited.

Planning Application, Duke Mary’s, Low Row: Notice has been received of plans to upgrade the electricity supply to this property and install 3 poles.

YCLA:

Joint annual Meeting: Details of the meeting to be held in York on Saturday 15th July 2017 have been received. No councillors were able to attend.

Highways: Cllr Blows stated that the road at Swale Farm has been included in NYCC’s programme of works but that no indication has been given to him as to when the necessary works will begin. The has still been no news as to whether the barrier on Grinton bank would be approved, Cllr Blackie will enquire as to any progress. It was also reported that the bushes at the end of Stainton Lane require cutting back as visibility is impaired, the Clerk will report this on the new parish portal. Cllr Blackie will try to get Richard Marrs to attend a site visit to the various locations so that he is aware of all the issues.

Mobile Skip Service: Cllr Blackie reminded all that the NYCC mobile skip service will be attending Reeth Green on Saturday 15th July 2017.

4.  Matters Arising:

Road Condition:  No further information has been received regarding this matter.  The Clerk will contact District Cllr Blows for an update.


Ward Boundary Review:  Cllr Coates reported that she had spoken to Yvonne Peacock, Leader of Richmondshire District Council who had stated that Swaledale would be merged with another neighbouring rural ward.  


Meeting Dates:  It was decided not to change any dates for future meetings until the outcome of the forthcoming NYCC elections is known.  Any changes would need to be made at the AGM as they form part of the standing orders.


Defibrillator:  District Cllr Blows has contacted the Clerk with details of funding from the British Heart Foundation that should become available soon.

Planning Consent, Nettlebed House:  Notice has been received that works have been approved.


Tree Works, Beck Cottage:  Works to a Sycamore tree at this location have been approved.


RDC

Community Housing Initiative:  The Clerk read out a letter from Amanda Madden promoting Community Lead Housing.  It was decided that this was not to pursue the matter.


NYCC

Road Closure, Downholme Bridge:  Repair works are scheduled to start between 1st June and 1st November that would result in the road being closed for a period of 8 weeks.

Richmondshire Area Committee:  Notice of vacancies for co-opted members has been received with nominations to be received by 5th June.  Harold is already a member of the Committee.


6.  Finance:

Approval of Annual Governance Statement 2016/17:  This was read and approved by Cllrs.


Approval of Annual Accounts 2016/17:  These were circulated and approved by Cllrs.  It was also approved that £7,000.00 would be held in reserves for any future works required to the Village Hall.

Annual Parish Meeting of Grinton and Ellerton Abbey Parish held on Monday 1st May 2017 at 8.00pm in Grinton Parish Hall.

Mr H Brown, Chairman of the Parish Council presided and convened the meeting.

The minutes of the last meeting were read, approved and signed.


2.  Matters Arising:

Wooden Bridge over the Gill:  This has now been replaced by the YDNPA.


Speeding on Moor Road:  This matter has been reported to the Police and a speed check carried out.



3.  Memorial Hall Accounts:

These have not yet been received but would be circulated when they are.


4.  Any Other Business:


Parking, Moor Road:  Mrs Webster raised the issue of parking on the roadside. It was suggested that ‘Residents Only’ parking signs could be put on the parish owned areas, Cllr Barningham would source and put up some signs.


Footpath from Grinton Bridge:  Mr Bilton reported that cyclists are using the footpath, the Clerk will contact the YDNPA Ranger to report.


Seat at Top of Grinton Bank:  Cllr Coates reported that a memorial plague had been put on this seat that has not had permission.  As the seat is maintained by the Parish and we have had no notification it was decided unanimously to remove the plague.


As there was no other business the Chairman closed the meeting at 8.30pm

Matters Arising:

Road Condition, Ellerton Abbey:  No update has been received regarding the state of the road.  The Clerk will contact Cllr Bows again for an update.


Barrier, Grinton Bank:  No update has been received, the Clerk will contact County Cllr Blackie again to see it there has been any progress.


Footbridge, Grinton Gill:  The new footbridge is now in place.  Councillors instructed the Clerk to write to Michael Briggs, Area Ranger for YDNPA to express their thanks and appreciation.


Bus Shelter Roof Repairs:  All works have now been carried out.


Ward Boundary Review:  Cllr Barker reported that he had attended the Ward Boundary Review meeting and felt that we should formally express our concerns regarding the proposals to reduce the number of wards.  The Clerk to contact Cllr Blows as to the best way to do this.

YDNPA:  

Planning Blackburn Hall:  Notice of Decision has been received that the application for works has been approved.


Ash Tag Project: Notification has been received that YDNPA are running a scheme to monitor the spread of Ash die back fungi.  Individuals are being asked to tag and monitor Ash trees and to check for signs of fungi once a year.  The National Park will provide tags, nails and instructions to interested parties as required.  It was decided to obtain some tags for the Parish to be able to take part in this project.  Details to be published on the parish website.


Spring Parish Forum:  The next parish Forum meeting will be held on Wednesday 26th April 2017 at Hawes.  Cllr Barker agreed to attend on behalf of the Parish.


North Yorkshire Police:  Details of a new property marking scheme have been received, inviting Parishes to organise dates for the public to attend.  As Reeth Parish Council are organising such a date it was felt un-necessary to have another.  Details of the scheme will be advertised on the Parish notice board.


NYCC:

Countryside Access, Public Consultation:  Not applicable in our area as we are in the National Park.


Water Aid:  There will be a cycle event passing through the Parish on Saturday 1st July 2017 involving up to 200 riders.  As the riders will be staggered, there should be minimal disruption and stewards will be on the route to assist with any problems.  All signage should also be removed at the end of the day

Meeting Dates:  Councillors discussed the possibility of changing the dates of further meetings to the second Monday of alternating months as this may allow both our local District and County Councillors to attend more easily.  The Clerk will contact both Councillors for their views and ask for responses before our next meeting/AGM.


Defibrillator:  Cllr Barker expressed concern that Grinton did not have a defibrillator for the village.  The Clerk to obtain details of costs etc.

Minutes of Previous Meeting:

The minutes of the meetings held on Monday 7th November 2016 were read, approved and signed.


Matters Arising:

Road Condition, Ellerton Abbey:  Cllr Blows has emailed NYCC regarding this matter who have responded that they are monitoring the situation and that it has been added to their programme of works but giving no indication of when any repairs will be carried out.  

Notification has also been received that roadworks at Under Banks were scheduled to begin which would include road closures for 2 days.


Speeding on Grinton Bank:  Cllr Barningham reported that a speed check has now been carried out on the road but as this was during a period of icy weather no excessive speeds had been recorded.


24 Hr Emergency Services:  Cllr Blackie updated members on the campaign to retain 24hr emergency services at Darlington Memorial Hospital.


Footbridge, Grinton Gill:  The footbridge should be replaced sometime in February.


BT Consultation on Removal of Telephone Boxes:  Cllr Blackie reported no payphones would be removed from the area following objections from RDC.  He has been corresponding with BT and has discovered that there are a number of payphones that were listed for removal which are actually out of order despite repeated requests for them to be repaired.  These are now being dealt with and Cllr Blackie urged that any others be reported as soon as possible.


Bus Shelter Roof Repairs:  A quote for the necessary roof repairs has been obtained and Cllrs agreed to accept this.  The Clerk will contact the builder to request that the works are carried out as soon as possible.


Correspondence:

Reeth Parish Council:  Correspondence has been received showing the new name of Grinton and Ellerton Abbey Parish Council on the register of title for Reeth Memorial Hall.


RDC:  

Hall Booking:  A request to book the Hall for NYCC elections in May has been received for 4th May 2017.


Ward Boundary Review:  There will be a briefing held at Mercury House, Richmond on Thursday 19th January 2017 regarding this.  Cllr Blackie urged that Cllrs attend as proposals to be discussed are regarding reducing the number of district councillors by changing ward boundaries.  These changes could mean that rural and more urban wards are merged which could be to the detriment of the more rural areas.


Calculation of Council Tax Base:  Cllr Brown proposed that the precept remain as £2,000, seconded by Cllr Coates and agreed unanimously.



YDNPA:  

Election of Parish Representative:  Notification has been received that the new parish representative will be Allen Kirkbride of Askrigg and Low Abbotside Parish Council.

Minutes of Previous Meeting: The minutes of the meetings held on Monday 4th July and Monday 5th September 2016 were read, approved and signed.

Matters Arising:

Commons Registration: The application in respect of the land at Rosegarth has had no objections and will be going to committee for approval shortly. The application regarding the land at Crackpot is still on-going as NYCC require some more documentary evidence from the Brown family.

Road Condition, Ellerton Abbey: Following our recent letter to Highways, Cllr Blows has also contacted them but to date has only received a standard response email. Cllr Blows to contact them again and to check on progress of Barrier on Grinton Bank.

Footbridge, Grinton Gill: The footbridge has been removed for the time being due to safety concerns. This had been agreed previously by Councillors if the bridge became dangerous. The Clerk reported that we could apply to NYCC for the path to be added to the Definitive map but the process could take up to four years. It was agreed to progress with this. The Clerk will liaise with the YDNPA Ranger.

Correspondence:

County Cllr J Blackie: Cllr Blackie raised concerns regarding the proposed changes to 24 Hour emergency services at local hospitals. Cllrs Coates and Blows had attended recent meetings and updated members. The consultation proposals will not be published before next year.

RDC:Upper dales Partnership Meetings: The Clerk circulated dates for up-coming meetings.

BT Consultation on Removal of Payphones: The payphone at Crackpot Lane is on the list for removal but as no calls have been made from this box in the past 12 months, councillors had no objection to its removal.

District Cllr Blows: Pre-planning application at Grinton Lodge for additional mobile phone coverage. Cllr Blows reported that he had no received no further information from the company involved and that he would contact them again to ask for a progress report.

YDNPA:Tree Works: Notification has been received for the removal of trees at Virginia Cottage and Moor House and the trimming of a tree at Neddy Hall. Planning Applications:Blackburn Hall, Grinton - listed building consent for works to extent Kitchen and convert part of the garage. Councillors had no objections.

SSI Land – Richmond Motor Club 3 Day Trial date extension. Councillors had no objections. Wolf Cottage, Grinton – Decision notice has been received for retrospective approval of works.

Election of Parish Representative: Nomination forms have been received for the election of a new Parish Representative to the Authority. Cllr Coates thanked Cllr Harold Brown for all his work as Parish representative to the YNDPA over the past 20 years before standing down due to ill health. The forms were filled in and signed to be returned to the YCLA.

Wrigley’s Solicitors: A request for details of the easement granted for electricity cables has been received. Details of the transaction will be held by the Councils solicitors, Johnsons at Hawes. The Clerk will reply giving Johnsons as contact for information.

Bus Shelter: Cllr Coates reported that the coping stones on the roof of the bus shelter were loose and needed re-setting. It was agreed to contact Andy Malton to ask him to carry out these works.

Village Green: It was felt that the re-instated green on Moor Road was in need of some kind of bollards to protect it from being churned up again. The Clerk was asked to look for prices of suitable bollards.

Matters Arising:

Commons Registration:   Letters have been received from NYCC stating that there have been objections to the de-registrations from the Open Spaces Society.  Cllr Coates has spoken with NYCC and will report to the next meeting.  Cllr Barker proposed that we ask our local MP for assistance in the matter should it continue to be unresolved.


Upper Dales Partnership Meeting:  Cllr Blows reported that there is a scheme available to benefit local communities with grants of up to £500.00.  The deadline for any applications is 2nd September.

YDNPA:  Notification has been received that planning permission has been granted for works to Beck Cottage, Grinton


NYCC:  Notifications have been received of road closures on Moor Road on July 27th from 9am until 5pm and on the B6270 at Eddy’s Bridge near Stainton from 4th July to 9th July with possible further closures should unforeseen circumstances arise.


Cllr Barker reported that the road near Swale Farm was slipping again despite the major works that were carried out there in 2014.  He has spoken to Neil Linford at NYCC regarding the works to culverts on his land near the slippage that have never been completed properly and that could be contributing to the on-going problems in this area.  The Clerk will write to NYCC to express the council’s concerns and Cllr Blows will also contact them in support.


RDC:  Notification has been received of a meeting to be held at Mercury House, Richmond on Thursday 27th October regarding budgetary changes facing RDC that may affect Parish Councils.  Cllr Blows urged that someone should attend from the Parish.

Any Other Business:

Speeding on Grinton Bank:  Cllr Barningham reported an increase in the number of vehicles speeding in convoy up the bank.  The Clerk will contact the local Police to make them aware of the situation.  Cllr Alderson reported that there is a form available on-line on the NYCC website for individuals to report speeding problems. This may then enable the emergency services to install monitoring equipment.  Concerns were also raised again regarding the speed of cyclists riding down the bank.


Village Green:  The Clerk was instructed to write to Mr Chris Curry to thank him for his efforts to re-instate the Village Green opposite his properties on Moor Road.


Footpath near Blackburn Hall:  It was reported that there was a possible sewerage leak from the Yorkshire Water West Grinton septic tank over the footpath.  The Clerk will contact the YDNPA Ranger to inspect the footpath and if necessary report to Yorkshire Water.

Annual Parish Meeting of Grinton and Ellerton Abbey Parish held on Monday 2nd May 2016 at 7.45pm in Grinton Parish Hall.

2.  Matters Arising:

Wooden Bridge over the Gill:  The ownership of the bridge has still not been established.  It may be possible to register a small area of land on either side of the bridge as Village Green but this will incur a cost.  Michael Briggs, YDNPA Ranger to be contacted again regarding how to progress this matter.  The Clerk will contact Michael to request an up-date.


3.  Memorial Hall Accounts:

These had been forwarded to the Clerk and were circulated to those present.


4.  Any Other Business:

The speed of cyclists coming down Grinton Bank was raised as a concern to local residents.  The Clerk will speak to the local PCSO to see if anything can be done.

The minutes of the Annual Meeting of Grinton and Ellerton Abbey Parish Council held in the Village Institute on Monday 2nd May 2016.

Wolf Cottage Planning Application:  The planning application will be going before the YDNPA Planning Committee on Tuesday 10th May, with a recommendation for approval.  The Clerk to email YDNPA again stressing the importance of the off-street parking at the site.


Commons Registration:  Notification has been received from NYCC that public notices are displayed at the sites and any objections must be received by 31st May 2016.


Footpath Handrail:  This has now been repaired.


5.  Correspondence:

YDNPA:

Dale Trail Cycle Way.  The YDNPA Ranger has written to ask that the Parish Council send a letter of support for this scheme so that it may be used in helping to secure funding.  It was agreed to do this.


Poppy Appeal;

There is a new local co-ordinator.  It was agreed to order a Poppy wreath for Remembrance Sunday.


RDC:

Upper Dales Partnership Meeting:  The next meeting for the Partnership is being held at Hawes on Wednesday 11th May.  Cllrs were unable to attend.


Other:

Best Kept Village Competition:  Judging will take place the first two weeks in July.  A copy of the Judges guidelines has been received.


6.  Finance:

Approval of Annual Governance Statement 2015/16:  This was read and approved by Cllrs.


Approval of Annual Accounts 2015/16:  These were circulated and approved by Cllrs.

Guttering Repairs to Hall:  The guttering at the back of the Hall needs cleaning out as there is some water ingress in the storage cupboard.  A quote to clean out the guttering at the front and back of the Hall has been obtained from Andy Malton for £40.00.  It was agreed to go ahead with this work. Cllr Coates to arrange and to speak to J Dawson regarding access to the rear of the Hall.

The minutes of the meeting held on Monday 4th January 2016 were read, approved and signed.


Matters Arising:

Defibrillator:  The British Heart Foundation funding is no longer available.


Commons Registration:  The paperwork and fee have now been submitted to NYCC.


Clerks Contract of Employment:  None of the local parish councils seem to have these.


Transparency Fund Purchases:  The equipment has now been purchased and is being used by the Clerk.


Queen’s 90th Birthday:  It was agreed to put up the bunting.


Hall Hire by Local Family: Instead of a monthly payment, a record would be kept of the hours the Hall is being used and then paid at an agreed date.


Air Ambulance Donation:  A letter of thanks for the recent donation has been received.


Grinton Bridge/NYCC:  The bridge has been inspected by NYCC and no structural defects found.  The cracks and other remedial works would be programmed in for 2016/17.

The works on the Harkerside road have now been completed.  There had been no progress with the request for the barrier on Grinton bank.

Parish Forum Meetings:  An invitation has been received for the meeting to be held on 23rd March 2016 at Bainbridge.


Planning Application – Wolf Cottage, Grinton:  Concerns were raised about the increase in parking along the village green opposite the application site.  A short term solution would be for vehicles to park at the side of Virginia Cottage but a longer term solution was required.


Cycle Events through the Dale:  A list of dates of cycle events coming through the dale has been received from the Ranger.



NYCC:

Road Closure notification:  The road between Gunnerside and the Buttertubs will be closed for a period of 4 weeks from Monday 11th April.


Cllr Blackie:  As the road closure has not been subject to consultation, Cllr Blackie is challenging the decision.


RDC:

Register of Electors:  The new register of electors for the parish has been compiled and an edited version is available for inspection at any RDC Office.


Polling Station Bookings:  The Hall has now been booked for 2 elections in May and June.


YCLA:

Planning Appeal Petition:  An on-line petition to give local councils the right to appeal against planning decisions will be signed by the Clerk on behalf of the Council.  The petition is available for all to sign on-line at https://petition.parliament.uk/petitions/110489.


Other:

Richmond Buildings Preservation Trust:  Cllrs were asked to identify any historic buildings that would be suitable for a restoration project.


Finance:

Cheques were signed for:-

Footpath Handrail:  The handrail on the footpath from the Churchyard to Swale Hall Lane needs repairing.  The Clerk will report this to the YDNPA Ranger.

Matters Arising:

Commons Registration Insurance Enquiry:  Cllr Coates has checked with the insurer and there is no insurance to cover an administrative error.

Transparency Funding:  The money has now been received.

Barrier Site Meeting, Moor Road:  Cllrs Coates and Barningham and County Cllr Blackie have had a site meeting with NYCC Highways regarding the provision of a crash barrier on Grinton Bank.  NYCC were not hopeful that this would meet with the necessary criteria required for the works to be carried out but no official decision has yet been received.

New Payroll Arrangements:  O’Reillys Accountants at Hawes will handle the Clerk’s payroll at a cost of £60.00 per annum plus VAT.  They have been instructed to carry out this work.

Defibrillators:  District Cllr blows reported that the Communities Opportunities Fund is now closed but that the British Heart Foundation has be funding defibrillators.  Cllr Blows to investigate.

Commons Registration:

 An email from County Councillor John Blackie was read out stating that the standard fee of £2400 for de-registering the two pieces of land could not be reduced.  He is offering a figure of £1000 from his Locality Budget towards the costs and this together with a contribution of £400 from each of the landowners and £600 from this Parish Council be used to rectify the situation.  It was decided to proceed on this basis as both landowners were in agreement with this proposal.

YDNPA:  

Low Lane:  The Area Ranger, Michael Briggs has replied regarding the state of this lane.  As the route is unclassified and surfaced it is not YDNPA’s responsibility to maintain but that of NYCC.  When the route is adopted as a section of the Swale Trail Cycle Route it may be possible that some maintenance could be undertaken by YDNPA.

New signs at Stepping Stones near Wood House:  These are now in place.  Similar signs are also in place near the stepping stones at Haggs Gill.

Bushes House Planning Decision:  Permission has been granted for solar panels.

NYCC:

Rapid Response Catchment and Flood Action Campaign:  Information was received asking if the Parish Council wish to develop our own plan.  A Risk Assessment has already been carried out by Cllr Alderson and the information would be passed to him.

Minerals and Waste Joint Plan:  This was not relevant to our area as it was covering York and the North York Moors National Park.

Local Bus Subsidy Reduction:  Wensleydale and Swaledale were not mentioned so hopefully there will be no more cuts in this area.

YLCA White Rose:

Clerks Contract of Employment:  All employees now require a contract of employment.  If this is not already in place the YLCA can be contacted for assistance.  Cllr Coates to proceed with this.  District Cllr Blows will enquire with RDC to see if they have a general contract that could be used.

Clerks Pension Update:  Earnings need to be over £5000 per annum so this does not apply.

Accounts and Audit Regulations:  Each Parish Council must decide whether to stay within the scheme or opt out by the end of March 2016.  It was decided to stay in the scheme.

Transparency Grant:  £424.99 has been received for purchasing a laptop and scanner. Cllr Coates will purchase these.

Membership Fee Increase:  Membership fees will increase by 4.9% in 2016.

Queen’s 90th Birthday Celebrations:  Item was deferred to the next meeting.

K Webster:  

Hall Hire, January payment suspended.  Item deferred to next meeting.

Butterwick Hospice Appeal:  

Councillors felt that they could not contribute to this appeal.

Air Ambulance Appeal:  

It was decided to donate £25.00.  

RDC Election Booking:  

A request to book The Hall for the elections for Police and Crime Commissioner on Thursday 5th May has been received.  The Clerk to confirm with Richmondshire District Council with a fee of £70.00.

Precept:

Cllr Coates proposed that the precept for the coming year be set at £2000, Seconded by Cllr Brown and agreed unanimously.

Bank Account:

The new signatures have now been accepted and the contact address changed to the new Clerk.  On-line banking was discussed and it was agreed to proceed with this if possible.  The Clerk would look into this.

Finance:

The previous Clerks pay of £187.50 has been paid on 14th November 2015.

Npower - £96.58 paid 15th December 2015.  It was agreed to look for a cheaper deal at the end of the contract period.

Acting Clerks Expenses:  £23.62 to be paid when a second signature has been obtained on the cheque.

Any Other Business:

Parish Clerk:  Mrs Karen Silver has resigned from the role of Clerk.  Mrs Jill May has agreed to take on clerk’s role. Cllrs unanimously agreed.

Swale Hall Lane:  Cllr Brown informed the meeting that the hole in the road near Swale Hall has now been inspected but the road is still closed.

Grinton Bridge:  Concerns were raised regarding the state of the walls of Grinton Bridge.  There are several cracks and following the recent floods it was felt that this should be reported to NYCC.  The Clerk will report this via the NYCC website.  

Archived Parish Records:  Cllr Coates reported that The Big Dig Project have a large scanner and proposed that all the Parish Records are scanned to a disc for our records and that the originals are then returned to the County Archive in Northallerton.  It was agreed that this was a good idea.

Heating:  The storage heater downstairs in The Hall is not heating properly.  Cllr Coates proposed buying a portable electric heater, agreed unanimously.  Cllr Coates to arrange.

School Buses:  District Cllr blows raised concerns from a resident regarding the speed of school buses through the village.

Highways

The footpath from the parks stile to the church will be repaired in the next financial year. The footpath from the village to the cemetery was not considered to need attention. The grit box on Swale Hall Lane will be removed.

Bank Account Cllr Coates reported that the bank account was still in the process of changing after 2 months despite numerous phone calls to Barclays mandate team.

Hall It was agreed to the occasional use of the hall by a local family for table tennis payment would be by standing order.
